The Public Policy Director (director) performs complex management and oversight of TCDD’s public policy activities. The director’s duties include, but are not limited to, the following:

  • identifies and analyzes key public policy issues affecting people with developmental disabilities (DD)

  • develops and manages public input processes concerning priority issues for people with DD in Texas

  • coordinates the activities of the TCDD Public Policy Committee

  • oversees or prepares issue papers or briefing materials on key topics

  • monitors disability policy discussions of state agency boards, advisory committees and the Texas Legislature

  • develops strategies and provides information to advance TCDD positions

  • represents TCDD positions to state and federal policy makers including Congress, the Legislature, agency board and staff members, and to the general public

The director oversees the preparation of public input and develops other public policy communications to external audiences on behalf of TCDD through social media, websites, and other sources. The director hires and supervises the Public Policy Specialists and Public Policy Assistant to assist in the completion of the public policy activities of the Council. The director maintains a good working relationship with the Council, TCDD staff, consumer and advocate organizations, state agency personnel, and the public. The director works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Work and Qualifications

Essential job functions for this position include:

  • directs the overall public policy activities of the Council

  • directs and supervises review and analysis of governmental affairs and public policy issues, development of briefing materials, and develops recommendations for Council and/or Committee review

  • supervises implementation of activities in response to TCDD public policy actions

  • serves as staff liaison/consultant to selected TCDD grant projects

  • hires and supervises TCDD Public Policy unit personnel

Qualified applicants will have:

  • Education: Graduation from an accredited four-year college or university.

  • Experience: Six (6) years of professional experience required including four years’ experience in human services programs for people with severe disabilities and two years’ experience in governmental affairs and public policy advocacy activities. Experience providing support to volunteer boards and committees. A thorough understanding of the health and human service delivery system in Texas preferred. Supervisory experience preferred.

  • Substitution: An advanced degree may substitute for two years of required experience.

Salary and Benefits
